Tender for Incident Reporting System

Bank Negara Malaysia (“BNM”) invites qualified and experienced vendors who fulfill the mandatory requirements listed below to submit tender proposal to replace an existing Incident Reporting System.

Mandatory Requirements

Only companies meeting the following requirement(s) will be considered:

  • Legally established company/entity;
  • At least 3 years experience in the business; and
  • A positive net worth for the most recent financial year.


There is no tender document fee.

Scope of Work

Supply, Implementation, integration, data migration and maintenance of a new Incident Reporting System to cater for:

  • Submission and management of operational risk incidents by enterprise users in BNM; and
  • Analytical capability of reported incidents.

Issuance of Tender Document

Interested vendors must maintain strict confidentiality of information provided in the RFP by submitting a letter of undertaking complete with the business stamp and signed by the business' authorised representative.

To receive the tender document, vendors must send an indication of interest via e-mail to with the e-mail subject “[Name of Company’s] Indication of Interest for Incident Reporting System” on or before Friday, 23rd March 2018, 3:00 pm (Malaysia time). Email received later than this date and time will not be entertained.

Companies are required to submit indication of interest via email with the information stated below:

  • A copy of business registration certificate, Form 24 and Form 49;
  • Audited financial statement or management accounts for the most recent financial year;
  • Completed Undertaking of Confidentiality form; and
  • Contact details (name, phone and email address).

BNM will not provide any acknowledgement of receipt in response to vendor’s indication of interest e-mail.

The tender document will be issued via e-mail to vendors that meet the mandatory requirements.

Only companies, which have been issued the tender document, are allowed to participate in the tender exercise.

Closing Date and Tender Submission

Closing date: Friday, 30th March 2018 at 3:00 p.m. (Malaysia time)

The  details  of  the  submission  procedure  will  be  stated  in  the  RFP  document.  BNM shall not be responsible for any loss of proposal document or delayed proposal submission. Proof of posting shall not be accepted as evidence for the submission of the proposal documents.

BNM reserves the absolute right to select and/or short list a group of companies or otherwise reject the proposal at this RFP stage itself with no obligation to inform the companies on the reasons for such actions. Bank Negara Malaysia is also not bound to accept the lowest or any tender nor will it be responsible for any cost incurred in relation to this tender.

Delivery of Completed Tender Documents

The tender documents shall be duly completed, signed and enclosed in a sealed envelope. The tender documents shall be delivered by hand into the tender box at:
