This policy document sets out the Bank’s expectations on the corporate governance arrangements of prescribed development financial institutions (DFIs).

The enhancements strengthen governance to better support DFIs’ developmental mandate and the effective implementation of the Performance Measurement Framework (PMF). Key improvements include strengthened Board oversight of mandate delivery and developmental performance, clearer accountability across senior management, and the institutionalisation of PMF across strategy, operations and performance management.

These enhancements also reinforce a development‑oriented culture, strengthen transparency, and better align incentives with developmental outcomes to support effective and accountable mandate delivery.
