Building Financial Confidence through Financial Literacy at Karnival Celik Kewangan Pulau Pinang

1730 on Saturday, 15 November 2025

  • Karnival Celik Kewangan (KCK) Pulau Pinang concludes Financial Literacy Month 2025 (FLM2025) with family and community-friendly activities.
  • ‘Skuad Celik Kewangan’ roadshow visited over 100 locations nationwide to empower communities with practical financial education.
  • BNM launches ‘Just-in-Time Financial Education (JITFE)’ and ‘MHIT guide’ to strengthen the financial capability of Malaysians.

Bayan Lepas, Pulau Pinang, 15 November 2025 – Karnival Celik Kewangan (KCK) Pulau Pinang was officially launched today by the Chief Minister of Pulau Pinang YAB Tuan Chow Kon Yeow, marking a key milestone as Financial Literacy Month 2025 (FLM2025) approaches its close. Running from 14 to 16 November at Queensbay Mall, the carnival brings financial education directly to the community through interactive exhibitions, service counters, educational talks, workshops, and family friendly activities. Over 20,000 visitors are expected throughout the three-day event.

KCK Pulau Pinang is organised by the Financial Education Network (FEN) together with its partners, reflecting a collective drive to strengthen financial literacy across all age groups. Penangites can explore practical tools to manage debt, navigate insurance and takaful, understand investments and stay safe when using digital financial services.

In his launch speech, YAB Tuan Chow Kon Yeow underscored the central role of financial literacy in achieving Penang’s development aspirations. ‘In Penang, we have a clear direction through Penang2030 Vision to turn into a developed, prosperous and high well-being state. However, physical and technological development alone is not enough. Capability among our citizen to manage their personal financial matters wisely is key to long-term prosperity.’

Bank Negara Malaysia Governor Dato’ Sri Abdul Rasheed Ghaffour, who witnessed the launch, reaffirmed BNM’s commitments to strengthening household financial resilience. ‘Financial knowledge helps us to assess our real needs, avoid over indebtedness, and be always prepared for unexpected expenses. In this regard, FEN has renewed the National Strategy for Financial Literacy 2026-2030.’

In his remarks, the Governor also introduced two important initiatives:

a) Just-in-Time Financial Education (JITFE):

A pilot programme led by financial institutions that delivers timely, targeted financial education right before key financial decisions, particularly prior to taking up personal financing. The initiative focuses on youth and civil servants and will run throughout 2026.

b) Medical and Health Insurance/Takaful (MHIT) Guide:

A new guide for consumers is now available on the FEN website (fenetwork.my), designed to help Malaysians understand medical and health insurance/takaful products and make informed choices to protect their wellbeing and their families. The guide aims to increase public knowledge of MHIT offerings and support better financial decision-making.

KCK Pulau Pinang marks the culmination of Financial Literacy Month (FLM) 2025, which was launched by the Prime Minister in October. As part of FLM2025, the Skuad Celik Kewangan roadshow visited more than 100 rural and semi urban locations, engaging thousands of Malaysians with hands-on, practical activities designed to strengthen day-to-day money management and build financial confidence.
