The Performance Measurement Framework (PMF) Policy Document is a strategic framework designed to strengthen the effectiveness of Development Financial Institutions (DFIs) in delivering their developmental roles. It provides structured guidance for DFIs to formulate and implement strategies that generate additionality through their operations, thereby contributing to financial inclusion, socio-economic development, and the overall effectiveness of the financial intermediation process.

This policy document outlines the following key elements to support the effective implementation of the PMF:

1. General PMF requirements, including expectations on governance, strategies, talent, data and systems, and service delivery channels;
2. Core components of the framework, comprising performance dimensions and indicators relating to additionalities, social impact, and operational efficiency that DFIs are expected to achieve; and
3. Reporting requirements, to promote transparency, enable continuous performance assessment, and strengthen accountability to stakeholders
