Reappointment of Members of the Shariah Advisory Council of Bank Negara Malaysia

Bank Negara Malaysia (BNM) wishes to announce the reappointment of three Shariah Advisory Council (SAC) members, in accordance with section 53(1) of the Central Bank of Malaysia Act 2009.

The reappointed members are:

  1. Dato' Prof. Dr. Ashraf Md Hashim
    Professor, INCEIF University
    1 January 2026 until 31 December 2028
     
  2. Prof. Dr. Engku Rabiah Adawiah Engku Ali
    Honorary Professor, Institute of Islamic Banking and Finance, International Islamic University Malaysia
    1 January 2026 until 31 December 2028
     
  3. Encik Burhanuddin Lukman
    Independent Shariah Consultant
    1 January 2026 until 31 December 2028

Effective from 1 January 2026, the SAC will comprise eight members with expertise and experience in Shariah, Islamic finance, accounting, audit and law. 

The other existing members are:

  1. Sahibus Samahah Dato' Setia Dr. Haji Anhar Haji Opir
    Mufti of Selangor
     
  2. Dr. Marjan Muhammad
    Deputy President Research, ISRA Institute, INCEIF University
     
  3. Dr. Ahmad Basri Ibrahim
    Head, Shariah Management, Permodalan Nasional Berhad
     
  4. Prof. Dr. Amir Shaharuddin
    Director, Centre for Excellence in Islamic Social Finance, INCEIF University
     
  5. Dr. Abdul Rahim Abdul Rahman
    Member, Majlis Agama Islam Wilayah Persekutuan

The SAC is the highest authority for the ascertainment of Islamic law for purposes of Islamic financial business in Malaysia. It is central in promoting Shariah certainty and sustaining public confidence in the Islamic finance industry. The SAC also advises BNM on Shariah issues relating to Islamic financial businesses, activities or transactions of BNM. The rulings of the SAC serve as a reference for Islamic financial institutions in ensuring their business operations comply with Shariah principles. The rulings may also serve as a reference for the courts and arbitrators.

BNM also wishes to express its deepest appreciation to Datuk Prof. Dr. Mohamad Akram Laldin, who completes his service on the SAC on 31 December 2025. Datuk Prof. Dr. Mohamad Akram Laldin was appointed to the SAC on 1 November 2008.

BNM Governor Dato’ Sri Abdul Rasheed Ghaffour said, ‘The SAC significantly contributes to Malaysia’s aspirations in Islamic finance. Throughout his appointment, Datuk Prof. Dr. Mohamad Akram Laldin has made substantial contributions to the SAC. I would like to express my heartfelt gratitude for his steadfast commitment and dedication.’
