Call for Applications: Regulatory Sandbox Green Lane Cohort

Bank Negara Malaysia (BNM) invites applications from financial institutions to participate in the BNM Financial Technology Regulatory Sandbox Green Lane cohort, which is open from 1 July to 31 July 2026. 

The Green Lane provides an accelerated pathway for eligible participants to test innovative solutions that face regulatory impediments through a one-off institutional assessment and simplified solution registration process. 

Eligibility 

Applications are primarily open to licensed financial institutions, including banks, development financial institutions, insurers and takaful operators, and money services businesses with strong risk management, compliance and governance capabilities. 

Key Requirements 

Applicants are required to: 

  • Submit a list of proposed solutions to be tested under the Green Lane, including a brief description of the business model, target segment, relevant regulatory impediments and planned testing date; 
  • Provide an assessment of the aggregate cap on expected financial losses for all proposed solutions; and 
  • Ensure that testing within the Sandbox environment is limited to 20,000 customers over a 12-month period. 

Approved Green Lane participating institutions may subsequently utilise a simplified solution registration process before commencing testing for each new solution under the Green Lane. 

Application Process 

Applications must be submitted to [email protected] between 1 July and 31 July 2026, together with the required supporting information, in accordance with the Sandbox application requirements. 

For non-financial institutions, including fintech companies, participation in the Sandbox may be pursued either via (i) the Standard Sandbox track, or (ii) collaboration with eligible financial institutions for Green Lane solutions.
